As part of his leadership responsibilities, Bob Michel sent letters to his colleagues on a variety of subjects. The Leadership series includes three types of letters. His staff called them “Dear Colleague”, “Dear Republican Colleague”, and “Joint” letters. Although filed separately, there is considerable overlap among the three. Also included in the Leadership series are Leadership files and Member Contact files.

Dear Colleague Letters | 1981-94

Date Prepared: November 10, 2009

The “Dear Colleague” letters are the most numerous at 625 letters amounting to 3,817 pages. The topics include housekeeping details for House Republicans, notices of meetings and events, briefing materials for pending legislation, complaints about treatment by Democrats, and requests for votes. In most cases, the file consists simply of a copy of the letter. In other cases, however, the file includes drafts and reference materials. The best-documented subjects include the budget, federal spending and the economy; House rules; health care reform; the Republican Conference; and Republican proposals for House reform.

Leadership Files | 1963-96

The Leadership Series of the Robert H. Michel Papers consists of documents relating to Michel’s service as Republican Whip in the U.S. House of Representatives (1975-80) and as Minority Leader (1981-94).

These files originally were scattered throughout the Michel collection. Portions appeared in a “Dear Colleagues’ file, in staff members Linda Steele, Ted Van Der Meid, and Mike Johnson’s files, and in the “Other Legislative Files Subseries,” among other locations. They were brought together in the Leadership Series to facilitate research.

The series is organized primarily by Congress, beginning with the 94th (1975-76). Within each Congress, the materials are arranged alphabetically by subject. An accompanying box list details folder titles. Information is relatively scanty for the 94th through the 96th Congresses. Beginning with the 97th and continuing through the 101st, the quality of documentation improves with comparatively extensive files documenting the work of the Republican Committee on Committees. These files relate to committee assignment requests and decisions, committee operations, and occasional meeting notes. Included are many letters from Members requesting the Leader’s assistance in obtaining committee seats and ballots recording votes in the Committee on Committees. Additional information about committee assignments is located in the Legislative series, Former Members.

Mr. Michel also took notes during many of the meetings between the Republican congressional leadership and the President, 1987-92. These sessions dealt with the entire range of then-current issues. The minutes are filed by congressional session under “Leadership Meeting Minutes.”

Other types of materials include copies of “Dear Colleague” and “Joint” letters, occasional material about other Republican House leadership groups and organizations, information about procedures such as new Member orientation, and reports from Republican study groups and task forces. Documents about leadership elections are rare. The Leadership Series also contains briefing books on major legislative issues.

The Member Contact Files of the Leadership Series was maintained by the office staff. The original name assigned by the staff to the series, i.e., Member Contacts Files, was misleading, however, for its contains documentation about House Republican Members then serving with Mr. Michel, about prospective candidates for House seats, and about former or retiring Members.

The bulk of material consists of correspondence between Michel and the Member. Files are brief, typically, with only a few documents, although occasional files may contain thirty or more documents.

Topics include campaigns and campaign funding, committee assignments, resignations from the House of Representatives, appointments to commissions and boards, and administrative issues in the House. The richest material pertains to requests from Members for assignments to particular committees. Related information can be found in the Leadership Files.

The Robert H. Michel Papers are currently being processed. It is possible that additional material related to the Former Member series will be located and added to the series later.

During the 1960s, Everett Dirksen emerged as the leading voice of those who objected to the Supreme Court’s reapportionment rulings. I arrived at the Dirksen Center with high hopes of learning more about Dirksen’s views on the subject, but never imagined that I would find such a wealth of amazing materials. My understanding of the topic has been immeasurably enhanced by the chance to have worked in the Dirksen Papers. This excellent book explains why Bob Michel was the most effective minority leader in the history of the House of Representatives. Its richly detailed and perceptive essays show that he was a legislator in full” a servant for his district, a watchdog of the public treasury, and a masterful tactician who won historic votes without partisan majorities. Anyone who wants to understand congressional leadership should read Robert H. Michel: Leading the Republican House Minority.
