Karen Buttaro served on Rep. Michel’s legislative staff. The vast majority of her files date from 1991-93 and deal primarily with budget, tax, and economic issues. There are some files related to the end of the 102nd Congress and opening day of the 103rd. The series is arranged alphabetically by subject.

Although the comprehensiveness varies considerably from file to file, they typically contain reference information, staff memoranda, correspondence, and legislative documents such as copies of bills and legislative analyses.

William F. Gavin served as Special Assistant to Robert H. Michel. These materials, apparently only a portion of the records Gavin created, are divided into two parts. The first, which is arranged chronologically, contains materials used in preparing remarks for Michel’s use. The second is a subject series arranged alphabetically. It consists of reference materials, clippings, and occasional memos and correspondence related to legislative matters. Major subjects include Contra aid and Central American policy, legislation to outlaw desecration of the flag, the nuclear freeze, and the October Surprise investigation.

PRELIMINARY INVENTORY

William R. Pitts was Mr. Michel’s Floor Assistant, operating out of the Minority Leader’s Office. These files arrived at The Center in a disorganized state. Staff ordered the materials alphabetically by subject.

The bulk of the materials date from the 1980s. There is strong subject coverage of the federal budget and, to a lesser extent, House Republican operations and House procedures. Pitts’s files are unusually rich in staff memoranda and analysis. They also contain remnants of other staff files, intermingled with Pitt’s own.

A caveat is in order for the budget files: dates for folder titles were applied inconsistently, sometimes referring to the fiscal year budget, other times referring to the date of creation of the files. In other words, a researcher looking for information about the FY1982 budget should look in files labeled “Budget 1981” and “Budget 1982.”

The Staff Series of the Robert H. Michel Papers is comprised chiefly of the files of the various legislative assistants who worked in his office. Ted Van Der Meid was General Counsel to Michel. His files typically contain reference materials, notes and memoranda, and occasional correspondence. The overwhelming bulk of information dates from 1989 through 1994. These materials lack documents created by Mr. Michel himself.

Among the topics relatively well documented in the Van Der Meid Files are the following: banking, campaign finance reform, the Civil Rights Bill of 1991, crime legislation, congressional ethics, the Independent Counsel Act, franking reform, redistricting, and White House scandals.

The Staff and Legislative Series, among the largest series in the Michel Papers, are currently being processed. It is possible that additional materials created by Van Der Meid and additional materials on these topics will be found in later files openings.

Shelly White monitored the effort to secure passage of the North American Free Trade Act in late 1993. These files document the lobbying and vote counting that took place within Congress and on the part of outside interest groups in October and November of that year. During the 1960s, Everett Dirksen emerged as the leading voice of those who objected to the Supreme Court’s reapportionment rulings. I arrived at the Dirksen Center with high hopes of learning more about Dirksen’s views on the subject, but never imagined that I would find such a wealth of amazing materials. My understanding of the topic has been immeasurably enhanced by the chance to have worked in the Dirksen Papers. I am deeply grateful to the Dirksen Center for the financial support that allowed me to do such critical research.

On Democracy’s Doorstep: The Inside Story of How the Supreme Court Brought “One Person, One Vote” to the United States

This excellent book explains why Bob Michel was the most effective minority leader in the history of the House of Representatives. Its richly detailed and perceptive essays show that he was a legislator in full” a servant for his district, a watchdog of the public treasury, and a masterful tactician who won historic votes without partisan majorities. Anyone who wants to understand congressional leadership should read Robert H. Michel: Leading the Republican House Minority.

This should be the first book consulted by readers who are curious about Bob Michel’s legislative legacy.

It is also important to note that [the Congressional Research Grants] Program is a vital source of support for types of research not generally funded by organizations such as the National Science Foundation.  While Dirksen award amounts are relatively small, they very powerfully combine with other small funding streams (for example, the typically small grants given to faculty by their academic institutions) to render otherwise impossible projects possible.
